I think this is installation 07 because it has two key factors. The first is the flood-infested state of the ring. In Primordium it says the ring has many flood-infested areas, lots of bodies, and Spore Mountains. The flood have established graveminds and have been supported by Not-fully-but-still-very-close-to infected forerunners. In a further point of interest, Many years have passed and these subdued flood forms are Probably fully controlled by the flood, as I doubt the ‘mesh’ used to stop full takeover of victims has probably worn off.
The Second point I’d like to address is The ring has a Cloud over it. The one seen in the Terminal does in fact have a cloud over it and Does seem to be bigger than the other Halos (But of course, I’ve only seen Installation 04 and 05, plus the one on the Ark.). It is stated in Primordium the Ring is the Biggest known and used to be bigger. Another point is Chakas was there, and as of Primordium, He is 343 Guilty Spark; Who ius also the one we see in the terminal, who’s memories we are seeing. In addition to this, I’m sure that he would relate the scene there with the flood.
This is all just speculation, but I feel I might have found a nice little nugget, I’m not sure if or how it will relate to Halo 4, but this is a nice little gift from 343i if it is Installation 07. The terminal is the one found on 343 Guilty Spark.

Ok sure. It is implied though. Anyway, I still believe that the Ring seen in the 343 Guilty Spark terminal is Installation 07.
Guilty Spark is actually a copy of Chakas, not the other way around. As for Installation 07, it’s possible that’s what we were seeing.
I just felt like I’d seen it somewhere before. Plus It seems to fit together well enough to be brought to the public’s eye.

Fragment and in no such way was installation 07 said or even implied to be heavily infected. Yes there were like 2 spore “mountains” but we weren’t given a statement of how far the flood spread on the ring.

“Because it was flood”- And? Like there aren’t dozens of places in that era we know to be overran by the flood. I fail to see flood at any forerunner site and instantly assume it is 07 based off that.
“Cloud”- 07 is covered in clouds due to the live support being damaged. I fail to see how one cloud instantly makes it 07. There is a far better chance of the ring being shown at the end of Origins being 07 due to it being covered in clouds than this.
I thought I had something there, But I do believe it is <implied> that the flood could of heavily infected the ring because, As I see it, there is no mention of spore mountains in places where there have been flood outbreaks. Also it seems that the only people they see on the ring who aren’t Humans are either projections or flood. I do see your point as far as the cloud goes, but as I think I stated (maybe) It has been Many years since we last saw the ring, and with rampant flood outbreaks and no promises saying that the flood haven’t completely filled the ring. Another point I’d like to make is 343-Chakas-Fragment says that the ring became a “Silent Grave for Millions; perhaps more”. It is completely possible that I’m grasping for connections that aren’t there, too…
The spore mountains were only brought up during Riser telling how he meat up with chakas as they were clearly on different sections of the ring even then i believe he said there were only two of them. There were plenty of forerunners on the ring but were killed during the little civil war they had and the survivors probably stuck to themselves and tried sabotaging the ring best they could.
As i said before there is nothing in the novel that points to the ring being as infested as you make it out to be in fact there is a lack of infestation as the flood was only after the forerunners since they weren’t immune.Chakas was referring to the millions that died on the ring due to the experiments and destruction of the ring,that has nothing nor did it imply anything about a massive infestation.
Curious - spore mountains, yet a single flood spore could wipe out an entire species. Why ISN’T Installation 07 completely infected?
Because the flood was only going after the forerunners as i just stated. Just because a spore can doesn’t mean it will. Rtas was just commenting on how one spore can cause an infection which we don’t have examples of other than the graphic novel.
