What if the VETO system were to return in Halo: Infinite but it allowed so much more? What if instead of players in a lobby majority voting just for the maps - gametypes, they also had the ability to majority vote for the server they play on?
The matchmaking system would equate where players are playing from region-wise and select the “region” for the server host, however after calculating approximate region location the VETO system will show each player approximately how much latency they would get to each server within the list and then players could give an educated vote on the least “unfair” server in-terms of their circumstances. This innovation would make matchmaking actually majority rules for server choice, and allow less populated regions a say in what the connection will be during the game, giving some balance and equality to both parties.

It would definitely require some testing but would at least give some power to the people.
The other option is obviously for the VETO system to feature majority voting for the the map and gametype that will be played.
