Why not take the best of both worlds? Lets have it so you can choose your load outs, except that the game will override your secondary choice to always be Magnum and your grenades to always be Fragmentation. Ordinance drops will be used to call in ammo for your load out weapons. Power weapons will be scattered around the map as well as Plasma grenades, Pulse grenades, and Plasma Pistols. Over Shields, Speed Boosts, and Damage Boosts will be also available to be picked up on the map. Also there will be no Armor Abilities, and the Armor Mod will be Shielding and the Tactical Package will be Ammo.
I think your idea is good except I would like it if you started out with the standard magnum with assault rifle. Find the weapons on the map and have no armor abilities.
Legendary was supposed to be a MIX of infinity and classic in the first place. How Legendary became a stripped down playlist that isnt classic at all is a mystery. Classic is AR and Mag with power weapons and power ups on maps.
I dont think we need another playlist but they should add a variant like you described in Legendary rotation. Along with Legendary BRs,DMRs, LRs, Storm, Suppressors, Carbine this would be a legit playlist.
I’d also like to see 3 loadouts for pre set variants.

Actually, I don’t believe that was ever said by 343i at all, it was just another assumption made by the community that was thrown around as fact, thus people started believing it. In fact, 343i refused to release any details regarding what Legendary Slayer may or may not be, so the only word going around was that one assumption.
It’s kind of like how everybody calls Jul’s Covenant Remnant faction “The Storm”, even then “Storm” is just the name for the lowest rank of infantry, such as Elite Storm and Grunt Storm, just like how, in past games the lowest rank was called “Minor”. Since there’s only one bit of information going around, even if it’s completely false, people will spread it as though it’s the truth.

Actually they did at PAX East when they announced Forge Islands. After checking again it seems Legendary was supposed to be a MIX of Infinity and Throwdown ACCORDING TO 343.
That makes things more interesting as to why Legendary is so weak as a playlist. A playlist with Custom Loadouts with set PODs would have been a better route in comparison to current Legendary IMO. They could have added a “classic” variant to mix it up.
As a person that anticipated Legendary based on 343’s words, I’m very disappointed. It even fails as a “classic” playlist(AR/mag/power weapons/ups on map is CLASSIC). Legendary is not classic or a mix of anything. Its just bland.
Many are happy Legendary is finally here. As for me…I’m convinced 343 doesnt understand Halo at all. They just dont.
The point of my idea is so people can choose what primary weapon they have. Each player will be able to use which weapon they are comfortable with. Some may like the Battle Rifle, others may prefer the Covenant Carbine, some may like the Assault Rifle, others may prefer the Storm Rifle.
