Who the Harbinger are or is currently is unknown. I suspect it could possibly be a mercenary group working for the Banished, which could explain why some of the Banished have classic covenant colors, and others have Banished colors. You may have the mercenaries wear those classic colors and the core Banished factions will have Banished colors. If the Harbinger isn’t a mercenary group, it could be something Forerunner in origin, since Harbinger means a forerunner of something.
Cortana is still out there. The Shadows of Reach book takes place not long before Infinite takes place, as it’s a prelude to the game, and the Guardians were on their way to Reach after some events there unfolded. Will she help Chief? I don’t think so. She doesn’t want to kill Chief it seems but she can’t allow him to stop her either.
Chief and Atriox fighting is definitely possible. But Chief will have to go through the Hand of Atriox first, which also includes the second in command of the Banished, and Atriox’s mentor, Escharum. Escharum will most likely be the toughest fight Chief has ever had, and Chief will not walk away from that fight without serious injuries.
Escharum probably won’t kill Chief, and that’s only because the fanbase will be very upset that their beloved character has been bested by someone and didn’t die a hero, but Escharum will test Chief in many ways. I believe 343 said that not only the Banished is the most ruthless faction Chief has ever faced, but also that Escharum is Chief’s most formidable opponent yet. So Chief will have to fight tooth and nail to stand any sort of chance against the War Chief. Escharum is said to be around 80 to 90 years old, meaning he’s been fighting years longer than Chief has even been alive for.
The flood may very well return, but I don’t think they’ll be returning in the main campaign. They might make their appearance in DLC. Infinite has a 10 year plan, and there is no need to cram everything into the main campaign when they can spread it out and introduce new things and return old things to keep people enticed and coming back to the game.
