There aren’t any details on that yet but it’s a good question.
If I had to guess maybe not. Mainly because this is a tech preview for selected people and hardware.

Highly doubt it. Being that it is a “tech preview” and not even technically a “beta” they want to make sure they have the correct amount of people playing…not everyone and their “+1” you know? Would be too much for the servers to handle.
