I just want to throw this out there and say that in Halo Inifinite we will probably hear from Atriox at some point but I highly doubt we will see him. I think he will still be spending time dealing with taking control of the Ark and plotting a way to stop Cortona and Humanity. But I can imagine that maybe if story DLC is made that he will show up after catching wind of Chiefs carnage. And who knows how the Harbinger fits into all of this.
He’s not at the Ark currently (according to Shadows of Reach), unless you mean after Infinite.
There is a Hologram of him talking in the trailer.
Hes more or less done with the ark.
Got what he wanted on it control isn’t needed even if he lost the ark the unsc aren’t firing the array so tactically letting them spend resources holding it from zealots if more to his advantage.

I could be wrong, but I’m pretty sure that is Escharum, another character who is being added (maybe arbitrarily) into Infinite, and killed by the end of the game

-Campaign will end on a huge cliffhanger
-Atriox, Cortana, Flood, etc. will all be DLC’s later on.
-Different POV type DLC’s (Fred, Locke, etc.)
They’ll release Campaign DLC probably every year around Holiday time.

Hypothesis:
the chief will seize control of the ring, we will have to fight the spartan-hunter and the harbinger several times, meanwhile, we get hints of what Cortana and atriox are doing.
we will encounter Cortana DLC
we will encounter atriox DLC
as the ring expands we will get DLC, some free, some cheap, and some very expensive

I have not read that book, had no idea he left. But it makes sense given that Infinite takes place a couple years after 5 and Halo Wars 2
If I remember right and 343 want this game to have a 10 year lifespan similar to how Destiny 2 is operating I wouldn’t mind those being DLC. As long as they have enough content in them. I would want to spend idk 30 bucks for a story expansion where we beat Cortana in like 5 missions.
