I beat halo 4 in the legendary (offline at the time) and only earned the Xbox live achievements, but my progress on Halo waypoint and the site and even within the game is being “normal completed” due to that I have not earned the rewards as the Mark VII armor and the legendary viser. I hope my progress can be recorded correctly!

You have to complete all campaign commendations. Press start, go to Commendations > Player > Campaign, and check if all missions are checked.
I checked and the waypoint is right now, not sure inside the game, tanks to everyone.
