I’m still downloading myself, but I’d check to see if all my drivers are up to date.

Do this. It worked for me and the game is at least trying to load at this point.
I have the same thing happening to me as well. I have uninstalled multiple times, updated my operating system, and ran steam in compatibility mode. None of this has worked. All my drives are up to date as well. They even just released a update for the game today and still nothing. Like come on…
I have a RTX 2070, I5-9600k and 16gb ddr4 ram which is enough and it says Graphics Device does not meet the application’s minimum specifications and I’ve updated all of my drivers which fixed the problem with the directx 12 thing but it still crashes 3 seconds in the loading menu. yes I tried to reinstall the game, yes it’s installed on my main hard drive and I’m out of things to do. So is there any solutions to this problem?
Every time I open the application it only stays on a loading screen for 5-30 seconds before going back to my OS. It wont even tell me what the problem is. likewise I have also reinstalled it a couple times with restarting PC.
