When playing split screen matchmaking, any “forged” or “downloaded” map, it becomes an FPS nightmare. Does anyone else have this problem?
Yes, it’s rampant. The 360’s hardware isn’t equipped to handle both the content of the maps and the way the game formats them, having to render everything separately per player. Split screen is a bit of a nightmare on most maps because of this.
Yeah me and my roommates have this problem all the time and it severely inhibits our ability to play together without going to Redbox and renting another copy of the game. I’m really unclear as to why there has not been more of an effort to fix this problem considering that Halos main multiplayer point since the original halo was playing split screen with your friends.

Nothing can be done to fix it.
When you play with split screen, the game needs to render each forged object on the map by X amount, X being how many players are on one console.
Because Forge maps have so many user placed pieces, this can absolutely kill the frame rate due to Halo 4 already pushing the Xbox 360’s limits with one player.

Same here

So did 343 know this was going to happen and release the game anyway? I’m just confused as to how this problem could not have been foreseen.

They definitely knew. It’s impossible not too. The game runs sketchy at best already with fps in the 30’s so even if 343 didn’t test, you can assume splitscreen will be even worse (ruining gameplay).
Splitscreen gaming seems to be a dying feature. EA has just cut it out completely and more and more games don’t even offer it. It’s infuriating. Myself and my splitscreen partner will just hide in corners & building on forge maps because we literally cannot play the game.
Apparently pushing hardware limitations for better graphics trumps gameplay. Explains the matchmaking.
Big developers need to take lessons from Valve & Indie developers.
It must be pretty bad on maps like settler because it was made in forge

Pssst… there’s a new Xbox right around the corner.
