In terms of which music you can use (for non-profit ventures such as this), the usage rules state
“music from Halo 3 is available for your use in non-profit ventures thanks to an arrangement with O’Donnell/Salvatori, Inc., composers of this iconic theme.”
So long as you stick to Halo 3 music, you already have the permission (again, so long as you make no money from it). If you want music from any of the other games, trailers, animations, etc. you may not have those same rights unless you contact the licensed owner yourself.
Stick with Halo 3 music and you’re good.

Yes, once you abide the Game Content Usage Rules. It’s the same in the UK as well.
