She is using the Guardians and AIs to institute marshal law on the galaxy to achieve peace by. Problem is that she is just doing what the Forerunners did and that didn’t work out so well for them. So yeah, she’s doomed to fail.

Makes me seriously wonder how they got defeated by The Flood so easily when they have these guardians everywhere, make the Halo rings seem a bit obsolete.
