Sounds like you have a bad connection. Why should it give someone with a poor connection the upper hand? (it shouldn’t and doesn’t).
Connection is not a problem. I play with people who have bad Internet and play extremely well
I have a bad connection and mid-to-high latency, and it’s a little bit more difficult but soon we’ll see how is it with low latency with the local server app 
Even with a poor connection and some high latency, you can learn to lead your shots a little more to compensate for it. Its not ideal, but there are a lot of good players that don’t have super awesome internet speeds that do very well. Several well know Youtubers from Australia are a good example.
It’s not connection. It’s 343’s bullet magnetism. If you get shot through the wall 24/7, thank 343 industries.
