About reach, I was wondering, why do the ODST’s not have those smg’s? Because I have ODST and they do. Also, why do the chieftains look so different form the other ones?
Because they weren’t in Halo Reach at all?
Lore wise I don’t remember when they were issued but Gameplay wise they don’t exist. Otherwise you could kill them and get a weapon that doesn’t appear anywhere else in the game at all.
As far as I can tell (For the reason why there is no SMG) is because it is a different time period. Same for the Brutes too. That is the only logically, story-based, explanation I have been able to figure.
I’d say it is because the game is focused on another branch, the ARMY and not NAVY, but as far as I know ODSTs are NAVY.
Probably just because it is a different place.

I thought they were Marines?

Well, not sure about the Halo world but IRL, the USMC is actually part of the USN technically but don’t ever call a Marine a Sailor if you value your life. 
Quite simply because they did not put the SMG into the game.
remember reach… ODST in the future = new guns and upgrades. Halo reachs weapons are ment to feel dated example the DMR which is a great weapon and im happy to see it in halo 4

Last update I saw was that halo 4 will have the battle rifle instead of the dmr.
