Here is the list of everything I have done:
-gave my xbox static IP
-forwarded all necessary ports
-QoS priority to xbox
-put xbox into DMZ
-bought new modem
-tried different dns settings
I have spent so much -Yoinking!- time and money just trying to play this -Yoinking!- game. This unacceptable, I have done everything.

That sucks man but i doubt it’s a problem with the game it’s had a decent launch multiplayer wise, i nor anyone i know has had any lag or connectivity issues. It sounds like your internet is the problem not the game.
I have only finished 12 games since launch night, all completely ridden with lag. Every other game I have been booted out of. I have 25 mbps down and 4 up. I have done everything imaginable to fix whatever might be on my end. Unless it requires more speed I can’t see how it can be on my end.
So, is the problem with your networking, or with the game?
If you post actual specifics with your issue, maybe the members of the forum can help you.
I haven’t had any lag or any other issue playing halo 5, do you live in the Amazon rainforest or something lad? Because if you do maybe that’s your problem.
25 mbps should be enough, I have spent the last 3 nights doing everything I can to fix it. I have posted on here many times, and followed peoples advice. Speed has nothing to do with lag once you get faster than around 200kbps, I play without any lag on just that.
Are you wireless or wired?
Wireless can cause lag due to jitter caused by congestion or interference.
If you are wireless then changing your wifi channel can help
Also if your router has dual band meaning it has both 2.4ghz and 5 ghz bands then connecting to the 5ghz band is usually the best option.
The best option is to go wired though.
If you are already wired then there is something wrong with your internet connection.

No I’m running wored connection. I have done every mode of trouble shooting, and anything else to help my connection. I am at the point that I know it is not me.
I think you’re having latency issues. do you know how far the nearest server is to your location?

It’s either your provider that causes issues, or you’re very far from the closest dedicated server.
Some providers can have their entire system behind NATs, others might have their ports closed etc etc.
I know I’ve had some issues in Destiny with my provider doing its own thing.

I have contacted my ISP (Time Warner cable) with no response, other people who have been having the same issue have contacted them and they(twc) say its on microsofts(343) end. Who is it? I don’t know, all I know is I spent 80 bucks on game and haven’t played a solid smooth game once. I like the campaign and all, but I bought this game for the multiplayer which I haven’t even experienced yet.
What is online play in other games like?

Now I’m not saying it’s not on Microsoft’s end, but I’ve experienced far too many times when companies blame each other about issues that in the end turned out to be their own fault. My wife for instance got thrown out regurarly when playing Reach with me, we weren’t married then and lived at separate places, not that far apart though. We had the same provider and same deal, but we were apparently connected to different servers of theirs. They said it was on Microsoft’s end, despite me not having any problems at all. We checked, fixed and changed settings etc. The problems however stayed, until our provider did some updates, then it started working properly.
At the moment I’ve played 16 Warzone games I think, and I only lost connection from three, and that was on the same day. Other than that I haven’t experienced any lag, seen a few rubberbanders but I myself haven’t had any problems. So, if others who use TWC have the same issues and ask TWC about it, then I suspect TWC might be the problem, perhaps they’ll actually investigate it with enough reports done.
Other than that, I can’t help you if you’ve done all you could. Hope it gets better.

May I ask what ports you have forwarded? There are additional ports that should be opened that microsoft doesn’t tell you about.

There’s your problem, apparently there is an issue with Time Warner modems. Seen a bunch of posts on reddit about people needing to replace their modems to get it to work, believe there was also a post or two on here about it as well.
