If it were me? I’d make it just like Reach. I’m not a game designer and Reach is my favorite and so that’s what I’d do.
Honestly, I think you’d end up close to Halo 5 in the sense of package.
-Keep ALL MECHANICS in the game as custom game options, including equipment/AA/etc.
-Base mechanics would provide features such as sprint, zoom-in with no aiming advantage, clamber as a default, melee that supports downwards pounding (directly, 90 degree pounding).
-Focus on weapon balance. BR/DMR/Light Rifle/Carbine should no longer be the one-size-fits-all weapon. Make them the mid range weapons, bring AR/SMG to current levels, and make power weapons focused on longer ranges with one or two mid range weapons.
-Focus on flexibility, provide advanced forge and custom game tools to allow community to modify base game to match their desires.
I put health back in. It’s really a staple of Halo.
-Increase shields.
-Decrease Br and BF damage
-Get dedicated servers to Asia, Americas, oceania and Europe.
-Remove shield penality while running.
-Add better armor abilities.
-Remove the stupid skill based ranked system
-Get new armors designs.
I would split MM into ranked and social playlists. Ranked would play exactly the same as 2/3, but with different maps and new weapons and vehicles. Social, however, would see an revamp, not in new mechanics, but in crap ton of new custom game settings and would truly become a mess around playlist rather than “ranked lite” like it was in 3.
I would leave the feel of the game alone. Use the same engine they have now and the way the game plays. I would change all the abilities, divide playlists into social and ranked like H3, and then use a ranking system from H3 with a overall skill and experience rank. Has the best of both worlds.
I would stick to movement speed similar to H2. It had a good jump height and running speed. With the jump height like that, it allows for more vertical map design. That would be embraced as well.
I would remove the DMR. There’s little real need for having both the DMR and the Battle Rifle.
No Sprint, no thrusters, no groundpound, no grenade indicators, no ADS. Focus would be more on gunplay than rapid maneuverability.
I would tone down the clutter in the maps. Multiplayer maps don’t need such intricate visuals. I’m not talking about taking it to the extreme of Hang 'em High, but look at how simple the geometry is in that map and how well it plays because it’s easy to spot things like weapons, players, and grenades since they don’t get lost in the needless blinky control panels, hyper-realistic gravel, piles of random equipment, etc.
To go along with that last point. simplified map design means there isn’t a need for weapon indicators either.
To summarize, I would strip out all the fluff that’s been piling up over the years. 343 said they’re going back to the roots with this installment, well I just listed many more ways to accomplish that.

I would sown grade gaphics to increase player couany.
I would put Pokemon in the game. Would love to have a Pikachu following me. Wouldn’t mind shooting a few Charmanders.
Pick up Halo 5, I’d increase base weapon damage a tad, would add Titanfall’s ranking system. Also add deep cosmetic customizations, such as reticules, weapon paint, cloaks, sound effects etc.
That’s it.
Lighting and less lens flare.
The game’s too dark. I can hardly see blue team on Truth, and some parts of Empire.
Essentially my dream Halo is a Halo Ce that takes elements from the other games.
Art Style would be similar to Halo CEA, only change I would make is making the Forerunner designs much more faithful to the original game than they are in that game (such as removing the ridiculous levels of blue glow everywhere, and bringing back the engravings that were removed for no reason in some spots). Armor Customization and Armor Design would be similar to Reach.
I’d use Halo Ce as the foundation for the mechanics and sandbox. Then I’d put Jetpacks on maps that would work with it, but that’s about it. I don’t like melee lunge, but I might bring it back just to appeal to people that do.
The precision weapon would be a moderately slower Halo Ce Magnum (Or DMR model with the same exact function, if people don’t like the idea of a Pistol Primary), thinking 0.8s-1s Minimum killtime instead of the 0.6s it has now (so either slowing the firing rate, or keeping the rate the same but making it a 4sk instead). To me this is a good compromise between the original Magnum and the Halo 3 BR, which was so slow and random that it was complete garbage. I do not consider the Ce Magnum particularly overpowered, but I would say that most sandbox additions since Halo 2 wouldn’t be compatible with such a fast weapon. All other weapons obviously balanced / rebalanced around this weapon.
I would keep the health system. People will disagree, and I can understand why, but I think it adds a nice bit of depth and movement to the game.
Add some of the unique weapons and vehicles from Halo 2 to Halo Reach, leave out all the others. The Flamethrower, Pro Pipe, Spartan Laser, Brute Shot, Sword, etc all added something unique to the game. The Carbine, Spiker, Needle Rifle, and so on were all redundant and pointless additions that would have no place in my sandbox.
Arena and Vehicle maps would largely be kept separate, with very few exceptions. Halo 3 tried to mix the two with maps like Isolation, Snowbound, and Highground. They were terrible for competitive arena play, and their vehicular play wasn’t much better either. It is, in general, a bad idea to attempt to mix the two.
Map design in general started sucking after Halo 2. BTB maps need to be awe inspiring to look at and have interesting terrain. Arena maps need to be small and elaborate, and not the giant, flat and boring planes of Halo 3 and Halo 4.
Good gametypes like Infection and Ricochet would be added. I would probably also explore the possibilities of large scale vehicle combat. Halo Custom Edition tried to and it was moderately successful.
I might add weapon skins, but I’d keep them immersive and relevant. So no SteamPunk crap.
If it were me, I would probably:
-Improve upon player customization and bring back elite playability
-Either remove Sprint from certain gamemodes or cut it out altogether
This is all I can come up with at the moment that sounds reasonable to me.
EDIT: After contemplating it, the only real reason I kinda like the new Spartan abilities is because it would look epic in a Machinima. Otherwise, I’m against the rapid maneuverability and fast thinking focus they have here.

I would keep halo 5 exactly like it was planned but add 2 thing.
