The veterancy levels in Halo Wars 1 did not stack, not sure on how it or upgrades work in HW2.
Edit: The vet stats are actually the same in both games.
Too bad you’ll never see these stat bonuses thanks to how laughable the game’s balance is where the only skill is who can spam the cheesiest unit the fastest
