I would add The Master Chief and AUNTIE DOT as new leaders to play as and delete Yap Yap the Destroyer. Like obviously it would be amazing to have 117 as a playable faction. A bit unfair to remove a Banished for 2 UNSCs.
I would add Lord Hood, it would play similar to Cutter and Jerome, his special heroes would be Chief and Arby (cuz Halo 3) and his special troop would be the Naval ODST squad, wich would be effective against vehicles and infantry and weak against air and structures, some abilities:
“What are you doing in that ship”
A three level abilitie that would drop a group of 2 Naval ODST (6 at max) similar to ODST drop, but this ones have a drop that causes AoE and have the disadvantage that the first 5 secs they are deployed they have half of their normal health similar to Blitz.
“The Last Battle for Humanity”
It would boost all infantry troops to double damage and speed for 10 secs. this would be a Tier 5 ability and would have a cooldown of 30 secs.
I would also add AUNTIE DOT with Noble Team as the Hero, you would need to build two squads, one would be the first 3 Noble (Carter, Kat and Jun) and then another 3 (Jorge, Six and Emile), it would have 15% more damage than the normal Spartan hero and better range but if the bar drains 1/3 one of the squad would die and the dps would drop a 7.5%, so it would be more “strategic” of course everybody would rush with them, but hey, it would look cool, the special troop would be the Falcon, being a tier 1 air unit and being effective against infantry but weak against everything else except for vehicles in wich it would have moderate damage, now for abilities:
“Homefield advantage”
It boost the selected base to the next tier, it would cost 500 supply and energy.
“One Last Stand”
All troops inside the area of effect would have a boost where the less health they have the more damage it deals.
And I would delete Jerome, well I would actually change it to another leader since I feel that “Leader Jerome” sounds dumb and confusing.

I’ll go ahead and describe what the new leaders I pick would get since most everyone else here seems to just be naming characters without telling us what’s special about them gameplay wise
Krith (banished needs some jackals. could make up some new jackal character but I’m just gonna use krith)

replaces elite rangers with jackal scouts that have carbines, can be upgraded to have shields - replaces jump pack brutes with sniper jackal. basically acts like the unsc sniper but faster speed, lower rate of fire, and no camo. first upgrade increases the rate of fire (provides better beam rifle) second upgrade gives them a focus rifle which provides constant damage to enemy troops. - the grunt unit in the main base is replaced with jackals (still got the brute with them.) and the mines upgrade is replaced with an emp upgrade (cuz plasma pistols) - has a ghost instead of chopperleader powers:

basically a sniper jackal but he can shoot any unit, not just infantry. plus has more health than sniper jackals and has a shield gauntlet - reflex upgrade increases line of sight, movement speed, and rate of fire - equipment upgrade: strengthens shield and provides a delta beam rifle that slows down targets - salvager upgrade: unlocks special ability. when activated, you get all of the resources it took to make the next unit he kills (except for uber units in which case you get half of what it took. so if he deals the final blow on a condor you get 1000 supply and power from it)
Major Vaughn (you know you wanted him to be a playable character) -

Won’t lie he was my favorite in Halo Wars 1 but in Halo Wars 2 he is the most controversial leader. From his leader tree to his Warthog, kinda feel sorry for him but I agree. I’d love to get the Prophet back or just the Cobra to see how they operate with these graphics.
Remove- either yap yap, kinsano or forge.
Add- prophet of regret and commander Miranda Keyes.
Prophet could have simillar leader powers to cutter but for covenant, like ODST those arbiter guard units he can drop/teleport in, and instead of cleansing beam being a leader power it can be the prophets special ability like hw1 but slightly shorter time or something and a decent ability like eradication but something new.
Miranda Keyes can have Mac blast and either a scorpion tank drop or 4/5 gauss Hogg’s. Don’t know what the leader itself could be though, Spartan 117?

where is the love for yappy I mean really. is he that bad of a leader to most? Glassing Beam is super scary with his kit but without considering that, he is the most unique leader in the game. Man… This makes me want to play Cutter.
For me, I’d delete Isabel (Sorry Izzy) and add in Franklin Mendez (heavy focus on Spartan deployment- including Sllls) and Thel Vadam (Heroes: Rtas Vadum and those other two elites from Halo 3’s co-op whose names I always forget). Thel would have some kind of focus on stabbing prophets and glassing planets.

Deleting Yap Yap (as i saw someone asking for it) would annoy me a lot because i love Yap Yap
I would delete SHipmaster, serina, and anders. Add nothing, there is already too many different types of leaders to make the balancing difficult enough already.
