In Halo Glass lands when the Arbiter returns to his home he is Pro-Human meaning he respects the humans as a race and doesn’t see them as a threat of trying to destroy the elites.
Some elites don’t follow this and still hate humans for killing there “Brothers” in the war and still believe Forerunners are gods and deny the truth behind the Halo’s and still see it as a major religious factor of there life’s.

No, elites should be free again. If, done right elites can be just as fair as spartans.
