If I change from rogue will I lose Stability?

Stupid system of having to get to level 10 with a specialization to get the mod, once I’m level 10 can I excess the mod with any other specialization?

The skills you get from specializations are given as abilities for loadouts so you can use them no matter what from that point on. Some can be used in tandem with others if they happen to be support or not.
