How would you want 343 to handle it? They are usually at least 7.5 feet tall, while Spartan IV’s are generally about 6.5 feet tall, so balancing them the same would not work.
Would you make it like Halo Reach, where they are larger and have different stats, or something else?
or do Halo 3 style where both had same stats but smaller.

If they return, I hope to see them portrayed in the size they have in Campaign.
Seeing as it would be extremely gimmicky to give Elites “Elite Abilities” that are the exact same as Spartans, I’d rather see them become asymmetrical in their design.
Otherwise, we might as well be fighting just Spartans if the only difference is going to be a paint job.
Halo 3 or preferably Halo 2A is the ideal model for playable Elites. Halo 2A did it perfectly, much larger character models (stand a SII next to an Elite), nice animations, alternate HUD, the permutations weren’t bad either. They play the same way as an SII but are bigger targets, and I’m alright with that. Provides an extra degree of challenge and a closer-to-canon appearance.
Equal in all things but size, Reach’s Elites ended up being heavily segregated into minor playlists for balancing reasons and I didn’t like it.

While I agree with you in some ways, Reach Elites were done that way because they were fighting S-III’s instead of S-II’s. H5 will present a similar problem.

Actually your heights are off. the shortest S-IVs I can find are Palmer and Grant 6"9’, DeMarco and Hoya are 7"1’ and its unclear whether this refers to in-armour or not. also Jul, Thel and Gek are all well over 7"5’.
as for gameplay I think they should go for a Reach style asymmetrical model instead of trying to force a symmetrical one like in Halo 2/3. If you gonna shrink them down and change their body shape just for balance then whats the point of elites in the first place?

To add variety and a second species for appearance. It’s not supposed to be Skyrim-esque choose-your-species for special abilities, Halo’s character customization always has been for aesthetics up until Halo 4. Halo 2’s Elites played just as a Spartan did, same with Halo 3’s. The only difference was aesthetic, some found them more challenging to kill and some found it easier. Why they were added in then was because of where the Halo Universe was in that time, when we got to know the Sangheili a lot better.
Reach’s elites were my least favorite for many reasons, one such reason is because of their different abilities they were cordoned off in the community and pretty much restricted to their own little area. This was done for balancing reasons (not like Elites were the biggest balancing issue in Reach). This created a deep divide between the Spartan and Sangheili community, and it wasn’t fun.
I think Elites should be equal with Spartans, but not the same. I’d say make them a tiny bit larger than Spartans, but make them a bit slower. The heads’ hitboxes could be the same between both models. Give the Elites less of a hunch, so you can shoot them from behind just like Spartans.
Do we really need Halo 5 to be perfectly equal in every way? The only thing I see is that Elites should have a Beta to make sure they or the Spartans don’t have an advantage over one another.
It doesn’t really fit in with the new lore regarding the Multiplayer. What advantage would a Spartan get from playing an Elite simulator other than to see from their perspective? I liked elites to be playable, but the times for that is over.

Halo 3’s elites did NOT play the same as the spartans. The were impossible to headshot from behind and bullets would harmlessly pass through their necks.

How does making them both bigger and slower make them equal? it make them a lot easier to hit. wheres the balance?

If the Swords of Sangheilios and the UNSC are technically allies, they could conceivably train together?

In a recent Canon Fodder, this question was answered:
“DO ANY OF THEL’S ELITES PARTICIPATE ALONGSIDE SPARTANS IN WAR GAMES FOR TRAINING? - DETENDEZ
There are healthy military relationships stretching back to 2553. Classified records associated with the ANVIL initiative indicate a number of very select joint training engagements.”
They NEED to play completely symmetricly for balance and no segregation.
Here are the advantages/traits that each species should have:
Elites: Are faster and can jump higher than Spartans.
Spartans: Can fit through small spaces (unlike Elites because of their size) and they are a little bit harder to shoot because they’re smaller.
I think that the size comparison between Spartans and Elites should be the same as in Halo Reach (Elites were about 2.5 Spartan heads/helmets taller).

No.
lol
I don’t even want Elites in normal multiplayer.
I always get annoyed when people play as them.
So does everyone I know for some reason.
I would love to see them back in Invasion though.
I know many people will disagree, but I would like the elites to be different but equally balanced against spartans.
I want my elites to be huge, and make them feel like you’re truly a monster.
I want them to kick and scratch sometimes when you melee.
Instead of thruster pack they could have the Dodge move like in campaign.
Bigger hit boxes
They would have louder steps, and loud slams when they land from a big drop.
The movement when walking should feel a little more monster like.
Other things will be used to balance them to work against spartans, like speed, dodge, damage, or many other ways.
If they add elites like classic halos, I would at least like them to feel like an elite. Make their arms move different from spartans when running or walking.
Change the hud design some, make their steps only louder to the user.
Give them alien voices, and grunts when they melee, or die. Let them kick you sometimes when they melee, but react the same as a spartan melee.
Give them armor customization.
H2A style but make them the same height as spartans.
Do not hunch them like in H3.
