That looks like some sort of god.
I just dig the melee weapon he’s holding. It would swing like a Grav Hammer, but it would probably have some sort of lunge considering it’s an Energy Sword.
If Elites were in Halo 4, and there was an Elite Juggernaut gametype, this would HAVE to be the character model for the Juggernaut.

Looks really weird for me, like it is a kind of Elite chieftain. What does he held in the hand? A gravity sword hammer?
Actually, I think this doesn’t belong into a FPS like Halo 4. It belongs much more in a 3rd person (reminds me of scorcher from GoW3) or a RTS game.
