Disclaimer: This idea is not an attempt to make Halo more “realistic” for the sake of realism, but to expand on the existing gameplay in a way that allows more options that can potentially improve and promote teamwork.
In Halo (as well as most other FPS), reloading a magazine-fed weapon retains whatever amount of rounds were left in that mag and adds it back to your reserve ammo. You can never drop/lose ammo aside from firing rounds with the current mechanics in place. With that in mind, there are two questions to pose: Is it best to retain rounds when reloading a partial magazine? and Are there any possible benefits to losing ammo when reloading a partial magazine?
The first question here is debatable, as its subjective to what extent players should be penalized for needing to reload. After all, the purpose of a reload mechanic is to discourage players from missing too many shots or engaging too many opponents at once. If a player wins an engagement with only nine rounds in his/her BR mag, should the player be punished (forced to waste ammo) for surviving with fewer rounds than needed to win even a 1v1 engagement?
As for the second question, that really ties into the mechanic I’m proposing. Before I go into that, though, I’d like to note that reloads are faster when removing a partial mag. However, that doesn’t rely on you losing ammo (its in place now after all).
Now, here’s my idea: Make reloading partial magazines drop the ammo, rather than automatically storing it in reserve or erasing it from existence. This will add an extra layer to mag-fed weapons without harshly punishing the players, giving them the option to dispense their own ammo to others without requiring two players to perform any kind of rigid “transaction” animation (it also allows players to keep their ammo by picking it back up themselves). I’m unsure about whether or not this should also be possible with a full magazine.

too complicating. Halo is meant to be simple. And you’ve probably never seen Halo Legends: The package, where blue team rescues doctor halsey. The armor most likely fills up the magazines for them. When they are sprinting through that hallway, the Master Chief’s thigh armor opens up to reveal magazines for his smgs. So the armor has something to do with it.

Honestly, I don’t like the idea of Armor Mods in Halo. I greatly prefer all players having the same abilities/properties.
Also, an Armor Mod like that could easily be abused by competent players.

First off, I’m not arguing semantics with you. Halo is not a simple game.
Secondly, you haven’t elaborated on how the idea is too complicated. What is complicated about “press button>drop current magazine and put in a new one”? It requires literally no further input.
Lastly, the disclaimer at the beginning of the OP states I’m not proposing this mechanic for any kind of “realism” or “immersion”. What’s more is that The Package is full of artistic liberties (why does Halsey look like an early 20-year-old?) and what’s shown there doesn’t explain how their partially expended mags on any weapon refills.

LOL Halo is not a simple game? Its basically simple mechanics of weapons, melee, and grenades. With the addition of vehicles and knowing when to use the right one, and it should be common knowledge. Armor abilities such as thrusters just adds to the game.
The idea is complicated as players don’t want to have to worry about magazine dropping. They want all their focus in the game by fighting the player. Why do we even need another mechanic that complicates the game. Keep all the focus to the fighting and not this. Players shouldn’t have to be worrying about this.

The armor refilling your armmo has nothing to do with realism or immersion either. And do you even have evidence where the ammo goes? I don’t, but I sure as hell figure that ammo is stored in the thighs and non-empty clips are put back in there and probably some machine within the armor reloads the magazine from other ones. And if the clip is empty, then you might as well just drop the magazine.

Halo is not a simple game. Halo is a game with a lot of depth despite its relatively simple mechanics.
“They want all their focus in the game by fighting the player”? What does that consist of? What about having a limited amount of ammo and needing to reload at all could? Is that to be considered too complicated because you can shoot people without them in place? Besides, what I’m proposing hardly needs to be taken into account when reloading under most circumstances. The player who drops the mag isn’t throwing it and can pick it back up. The only time I see that this would become detrimental is when the player has a partial mag and doesn’t have enough reserve ammo to reload a full mag, but that can easily be resolved by making it so the mag won’t be dropped if the player has less than x rounds in reserve (for a BR, x = 36).
My mentioning of Halsey’s age was to point out that those who put together The Package clearly either didn’t know enough about the source material or knowingly took ample artistic liberties. From Halsey’s age/appearance to the portrayal of the Covenant (bug-eyed Elites and green blood for everyone), its evident that anything and everything from The Package should be taken with more than a grain of salt.
That is all I meant to say on that matter when you mentioned The Package (and when you mentioned it, I understood it as “this shows what Spartans do to reload so they can’t/won’t drop mags”).
