Balance.

Seriously. Some units are way too OP.

There can be a way for it to work if its only for campaign mode. Perhaps give the UNSC more population or something since the majority of the battles in the Halo Universe are decided on who wins the space engagement. Since if the Covenant wins they just glass it and if we win we have our nukes
