I think many of us would like to see these return but are skeptical on how they would be balanced. My suggestion would be to have Scarabs be extremely powerful but to counter this, they have to be built on a base site. So the player would deny themselves all the base buildings in favor of a Scarab factory. You would also have to defend the Scarab during a lengthy construction period in which time the enemy has a chance to remove the upcoming threat. The ability to build Scarab factories would be researched from a Tech 3 War Council.

Sounds cool but extremely impractical. I would rather it be a uber unit to be produced in the HQ and dropped on the field when ready.

Why would it not dwarf the Scorpion? The Scarab is known for two things. Big-ness and lazer-ness. Without those two things, there is no Scarab. Part of big-ness is being bigger than all the UNSC vehicles, with the exception of the Mammoth.
