The Ichor visor is an Ultra Rare unlock. Get it through Gold Packs.

No, but in the last 2 Planinum Packs I got 2 xp boost and the Technician armor (the only permanent unlock in both packs) and 3 xp boosts respectively

It’s more likely that there was a problem with the platinum pack then that the rest of the system isn’t the working the way it does. When you’ve finished with the normal req pool you will receive points back when you get a gold pack.

Sure enough, I just bought a Gold Pack and I got the visor and 3000 req points. So, the problem was with the two Platinum packs only.
