No. The Sangheili, or at least several of them, often wondered why Humanity had not been offered a spot amongst Covenant ranks. The problem is, at least with the San’shyuum in charge, given what they learned about Humanity, The Mantle, and Humanity’s compatibility with Forerunner technology and it’s activation (being the only ones who could actually fire Halo, or activate The Ark- so far as anybody knew), is that they could never tell the rest of The Covenant that. When the three prophets, Regret, Truth and Mercy, learned of this secret aboard the Keyship regarding The Reclaimers, they personally slew their Mgaelekgolo bodyguards so that there was no risk of the information getting out.

The point of The Covenant was not to slay the non-believers. It was the reclamation and re-activation of Forerunner artifacts, and a hunt for Halo, so that they could start their Great Journey to become Gods. Of course this was never the purpose or function of Halo, but a myth crafted about them before the truth was learned.

The truth was that Humanity, the ones The Covenant had begun slaughtering, were The Forerunner’s chosen ones. To let this information get out, to tell the entire Covenant that not only were they not the chosen species, but they they had been murdering en masse, The Forerunner’s Chosen… Well.

It would create serious issues in The Covenant. Perhaps shatter it.

For this reason I somewhat pity The Prophets and the entire Covenant as a whole. The Prophets knew that what they preached was a lie, and they knew full well what would happen if they told them the truth. So they kept at it. They realized that they’d sealed their fate. The made that problem and it was theirs to keep.

So, yeah.

There’s why a Human in The Covenant wouldn’t work. But now, you must ask yourself this.

Proooooobably not. Jul had no love for Humans, and thought that Thel Vadam (The Arbiter) had gotten much too cozy with them. I forget if he respected them as warriors, but he really, really didn’t like humans.

Humans were marked for extinction because 3 San’Shyuum, just before they became Hierarchs, found out that humans were the chosen reclaimed, of and by the, Forerunners. Now hold on, OP. Grunts could be Holy Leaders too…! They could be Deacons, and this concept is not new. Not even as old as Halo Wars.

…No disrespect, but my point must’ve not been made.

The Prophets claimed that the Humans constantly desecrated Forerunner Artifacts. That they did not believe in the “Sacred Promise” or somethingrather. Humans were not part of the Covenant and were thus Infidels.
