That’s for future DLC, like pre-ordering DLC. The DLC isn’t available yet or on launch, and as far as I know, won’t be fore a while.

These 3 map packs haven’t been made yet and it’s not available on launch day, that’s just their plan for post-launch DLC.
If you’re referring to Spartan Ops, that’s free.
