The reason why I think this is the description of the Banished Sangheili mercenaries "After the collapse of the Covenant, the Sangheili found themselves weakened and embroiled in another fierce civil war - this time with their own kind"
Now why mention that the Sangheili are at war with each other if the Swords of Sanghelios will not be in the game ? For casual fans it would make no difference, unless we’ll actually see at some point in the game Sangheili fighting each other.
Maybe the Arbiter and the Swords will arrive ti Zeta Halo at some point in the game ?
All that says is after the collapse of the Covenant the Sangheili engaged in civil war between each other. Thing is, we’ve seen that already and we’re a part of that in 5. Doesn’t mean the Swords can’t show up, but that description doesn’t really mean anything as far as I can see.

He’s a fan fave character, he’s bound to be shoehorned in the story some way at some stage.
Unless their civil war turns into “I’m gonna end this by blowing the galaxy up” I dont think they’ll have any reason to show up
More plausible though Arbiter knows of the great defeat of the UNSC, knows chief was there and go on his own or with a group to see whats going on.
I have only the knowledge of the games tho, so I dont really know what goes on in the background.
I think he’ll be in the game too. But whether he’ll be a part of the main storyline, mentioned on the side, or just in flashbacks, idk. But he’s a fan favorite so he should at least get a mention.
i believe he will be added when, not if, the elites are added. they will be added AT SOME POINT. probably. but not at the start, is all. infact, they might have us do the same thing as what they MIGHT do with the master chief, which is “hand the mantle” to another person I.E. the player character. i’d be down with that, that’d be dope

I still think we could see Arbiter coming back in the upcoming Halo Infinite. At the same time, I also think that 343 Industries want to keep his return as a surprise. They don’t want to show too much stuff in the next Halo Infinite trailers or gameplay footage.
I would love to spend more time as the Arbiter. If not on release, then definitely as later DLC. I’m not a huge Elite but… But the Arbiter was cool.
