in this concept art you see banshees flying but no one is shooting, and you would also see green everywhere.

I don’t think he is still with the humans.
The picture shows banshees flying around the Forward unto dawn, which is flying into the gravity well of Requiem. Those covies are not Arby’s group, they are the rebel/rouge ones
Well he’s most likely still allied with the humans (if he’s still alive, that is), but I doubt that he’s on the Infinity.
The Arbiter has a lot on his plate right now, basically being the leader of his entire race, possibly of the whole broken Covenant.
He’s probably still doing damage control and hunting down any surviving Prophets.

Maybe halo 5 can get the part of the story where the covinant are having a war with
the Elites.
Depends on what happens in The Thursday War. Unfortunately, some people don’t really like him. Were it so easy…
Well the arbiter was still cool with humans in glasslands so he probably still is.

If 343 killed of the Arbiter before Halo 4 people would get pissed.
Most likely though I don’t see the Arbiter giving an appearance until Halo 5 again. He sat out the first game of the first trilogy and will probably do the same in 4.
It would be awesome if he was in 4 though, and hopefully with the humans.
