And it actually doesn’t sound all of that imbalanced.
Take a look at the weapons.

Specifically, these four. Remember in Halo 3, how the AR and BR were considered by most as the somewhat less-powerful, roughly-on-par-with-one-another, and reliable weapons you usually started out a round with, as was the DMR in Reach? Remember how they said custom loadouts wouldn’t give you power weapons on spawn?
I think you see where I’m going with this. None of these four weapons are considered “Power” weapons, all (With the exception of the Assault Carbine, which we haven’t seen yet) are considered good all-round weapons, and it’s probably safe to assume these are all on par with each other roughly, although each has its own strong point. The DMR is suited to long-range use, the BR is long-to-medium range, the AR is medium-to-short range, and (because it’s a carbine, which are characteristically somewhat inaccurate but easy to maneuver in close range) the Assault Carbine is suited to short-range combat. However, because all four weapons are (theoretically) mostly on par with one another as starter weapons, I think it is safe to say these are our primary weapon choices.
