Maybe it’s just me but even though I hated the new aiming and still think it needs fixing, I tried my best to get used to it. By now Im doing pretty well. Here’s the problem, I hit all my shots and hit their head REPEATEDLY and they end up killing me because its not registering the kill. Its showing hit marker on their heads!! I have rewatched in theater and most of the time I was dead on. I don’t know what else to do. I cant excell in this game because everything is working against you. Since the arena system matched me high for some reason, Im playing good players where if u make a mistake ur done. It just seems headshots are a crapshoot sometimes.
I’ve noticed this to. I mostly play WZ Assault, but I can’t count the number of times that my headshots on one-shot players didn’t register. I don’t see this being talked about much, but since it’s happening to you too, then it means it’s not just me.
EDIT: I also noticed that a lot of my headshots and melees on one-shot players turn into assists for me, meaning that someone’s previous shots gave them my kill. lol

Ok, glad it’s not just me too. I thought I was missing but like I said I watched the films and I am hitting them in the head. Hopefully 343 addresses this.
i’ve noticed it too, looking back in theater mode in swat and warzone/slayer, I’ve hit one shot people square in the face and it didn’t kill them.
Same issue here, but I’ve always assumed it was a latency issue.

Are the Head shot servers down ? 
I think it’s how they handle lag. In previous games your player would rubberband and you would see the world as odd. In this you see no change however the other players are not where they seem to be, and the timing of things is off. It looks smooth, but things don’t calculate out smoothly.
I have noticed this as well which has made swat difficult for me which sucks because I love swat and i’m currently onyx rank and still manage to go positive most games but i hate when you can clearly tell you are hitting the head shots and they just don’t register.
A lot of this is because there are so many different helmets in the game, making the hitboxes a bit ‘off’ of where it visually appears on the spartan.
You actually have to aim for the forehead, or even slightly above depending on what your opponent is wearing. Shooting anywhere south of the visor will generally register as hitting the chest… except with sniper of course, the entire upper body is a headshot with that thing, lol.
You know, I lost a match yesterday and said the same exact thing.

good news guys i figured out why it keeps happening its lag horrible lag. like something between the game and the server. its not router issue network issue its a server or game issue
because i think the server records the game so the video wont show lag from your separate video ill try to record some videos while playing from twitch or so outside recording software/hardware to show proof
ive never had this issue honestly, maybe on high lag servers this could be an issue but i play with a wired connection
Take a video and link it here… It’s tough for anyone to help without a visual description. (And because some people are not as good as they claim and it’s their shooting to blame)

Are you having trouble at certain distances?
Another thing you can try, aim at chest and for the “last shot” for the head. Usually most people hit the first and 2nd bullet of the br (im assuming it’s the br for you), but the 3rd bullet many people miss because they don’t continue to drag the reticle over the direction that the person is strafing, and so occasionally 1 or 2 bullets miss.
The single shot guns (carbine, dmr, pistol), try the same thing and notice that it’s either a hit or miss, as opposed to the br semi-burst, so it’ll be easier for you to tell.
