I am having a hard time understanding proper and effective warzone loadouts. Are different variants of weapons stronger or is it situational? And are all armor, helmets, and visors strictly cosmetic?
Armor is all cosmetic. What ever hitbox change it does to your character is minimal due to the high bullet magnetism.
As for LoadOut varient; (this is off the top of my head)
Recon - br horn scope
Long Range - DMR scope
Silencer - won’t show up on radar when standing still and shooting
Bayonet - 1 shot Melee kills (2 if opponent has armor upgrade) and some extra lunge
Sentinel - double zoom
stabilizer - you can hover in the air longer
Kinetic bullets - you deal bonus damage to vehicles
Extended magazine - your clip and reserve magazines are increased
all armor and visors are strictly cosmetic. you can change your loadout as you increase your in gme REQ points. You earn REQ points by getting kills and assists of everything. (excluding friendlies) Basic loads stay unlocked during the match. Power weapons when used , use up REQ points that replentish over a certain amount f time in the match based on time and additional kills and assists. The higher the load out REQ number the better the weapon. with the ARs, BRs,SMGS, DMRs its best to try different ones that fit your play style. Some people prefer the close combat variants while other choose the mid range to long range variants. you can read the descriptions to see what is what. The ones with Kinetic Bolts are good against vehicles.
Also bec sure you get you some sort of armor upgrade as soon as you unlock it. Every little bit will/can help.

If you want to get a better idea about the different effects on each “tier” of a weapon go into your profile on waypoint, then service record, then Halo 5:Guardians and along the top banner click on “Requisitions” it will show which you have, have unlocked, and ones yet to unlock. If you click on the card the flavor text will give some idea of what it does. Longer range, increased speed, Explosive ammo, etc.
Most of the time, weapon variants usually just work for certain tasks like taking over bases or if they attune to your playstyle. For example, say you’re on Escape from ARC and you wanna take the Garage. You could use 6 rec points to get the rare SAW, The Answer (it shoots slower but has explosive rounds that kill quicker.) That might help you take it over. Alternatively, for defense, you could use a shotgun or a variant of it that increases damage and range I believe. It all depends on how you play, really, but some variants really do put work in like the uncommon variant of the Needler that shoots faster and homes easier. Whichever works for you is the best way to go in warzone.

not against spartans. if it’s a kinetic bolt it will do more damage against vehicles.

If it has a long barrel it has more range, and if it has stabalization jets its more accurate, but it still does the same damage.
Thank y’all for all of your help and advice. So are power weapons always stronger than loadout guns?
Yea. Power weapons are usually more powerful. However when used correctly the right load out weapon can and will beat some people using power weapons.
Laser Sight increases accuracy on the AR and SMG and increases bullet mag on the DMR and BR (since they already shoot straight). Jets reduce recoil. Long Barrel increases RRR. Knife gives 1hko melees and spartan charges. Kinetic Bolts increases damage to vehicles. Silencer makes you not appear on radar when firing your weapon while not moving or crouched walking.
