Try checking the halo waypoint website stats ti check your real number of finished matches.
Click on your name on the left. On the page that comes up, click on View Service Record. Then click on the big button that says “Halo 4 Stats.” On this page, look where it says, “War Games Matchmaking … games completed.”
At the time of this writing, it says, “914 games completed.”
Only 86 more to go!
As the post above says you have 915 games completed. (Source) I would recommend checking that page instead, the in-game record also counts uncompleted games whereas this does not.
It seems like another member answered your question, you’re short of the 1,000 games required.

You are seeing your total War Games played (Online and Customs). You need 1000 online matches.
You also should note that it needs to be full games. Any JIP games won’t count towards your 1000

I’m pretty sure you need 1,000 completed games. So it shouldn’t matter whether you joined before the match or in progress, just that you finished it.
Well looks like people have answered.
Just to note JIP effects this as you need to be in the game from start to finish. (Voting screen till victory/loss)
So even if the game is nearly over I’d stay in the lobby so at least you start from the beginning.
