Contact Microsoft customer service and ask for a refund for your purchase. Explain how the game does not work. Granted if your complaints are about matchmaking not working to your expectations or the game occasionally freezes or glitches rather than it not being playable at all, most likely you will not get a refund.
As for false advertising, I have no clue what you mean. I don’t recall any employees of 343 saying the game would play without issues or flaws.
