As much as this sentiment sucks, the losing team still needs to be penalized even in these scenarios.
A “no penalty” system when this occurs is just begging to be abused by sacrificial accounts.
There are a couple of ways to go about this:

Add a rejoin function giving the missing player a chance to redeem themselves and the match just in case it’s not a quit but an issue on their end.

Reduce penalties on the affected side. No negated losses, but an alleviation factor of sorts. You won’t get hit with the full amount, but you’ll still get hit.

Reward effort better. Stopping the flag carrier, killing the ball carrier, racking up points/medals and making a solid effort on the affected (and losing team) team. All reducing the impact a loss can inflict.

Take out Ranked based challenges to keep casual/grindy players from entering into a mode that could potentially impact players who want to take the game more seriously.

(This one is a biggie, and can be done to alleviate the issue currently) Stop going into matches blind. Find a group of friends to play with, queue up with them. Relying on completely random strangers you’ll only meet once and trusting they’ll do the right thing is one of the worst ways of playing high stakes matches. Friends and teammates you know personally are easier to communicate and coordinate with anyway, and you tend to understand their hardware in a way that gives you confidence they won’t drop or quit.

(This one is wishful thinking, which is why I included it last) Include a match confirmation button as well as a warmup period to ensure all players acknowledge their choice to play Ranked as well give them a chance to connect to the match.
