The Library is harder on Heroic because there is more Flood? That’s what someone told me.
Harder then Legendary? Not likely because Legendary is the hardest difficulty.

OK, not that easy, but “That Just Happened” is eminently doable.
Not “more” flood at the same time but more flood spawns, which means you fight longer at some points…unless you just run straight trough the mission and skip all that **** lol

Yes. The library on heroic is harder than normal, just like normal is harder than easy.
