Why? Well I was curious about something earlier today so I called microsoft up earlier today. I asked them was creating a second account legal by their terms of use. They told me as long as the person had a legitimate reason for having a second account that it was perfectly fine. I then asked what is a legitimate reason. Only people who have had their accounts stolen and cannot be retrieved can start a legitimate second account. If that person doesn’t have a legitimate reason (boosters and second accounters I am talking to you) then you can report them for cheating because technically they are exploiting the manipulating the system to their advantage that isn’t within the game, which is breaking the ToS.
So in short beware booster and second accounters because that ban hammer be swinging low and in your direction and I am here to help to guide it.

I’m all for banhammers on boosters and cheaters.
We pay $60 a year for Live and another $60 for each game we buy to play on Live.
Who wants to deal with boosters and cheaters online? I sure don’t.
I don’t really understand why this was posted. You have another proof of why you can report boosters, but the thing is boosting inherently is cheating. Cheating can be reported to Microsoft. When Bungie administered the community (and I am sure 343i has continued this policy), they made sure it was clear that boosting would result in the use of the Banhammer (which doesn’t actually need user reporting). Because of this, I have yet to run into a booster boosting for rank.
On a side note, I don’t consider second accounts cheating, I just don’t understand why you would maintain two XBL gold memberships.
Nobody has ever been banned for making a second account, and nobody ever will.
There’s no way to prove it. I made another account on my xbox for my little brother to use for NHL. I also use it to help my friends get their 1% Onyx in Arena. There’s a gray area so nobody will be banned for it.
As I see it, if they aren’t affecting your in-game play in any form (DDoS, Standby, modding, etc.), then there’s no reason they should be banned. Just take your loss and move on.

How does it work? I’d like to know. From what I see I like the way it works.
Reach’s matchmaking is blah. See a lot of one sided matches. Needs some work still.

The 1-50 system is the same system that’s in place now except it’s permanent and has hard caps instead of percentages.
Coming from someone who played alot of 50 high Halo in halo 3 and someone who plays alot of 1% Onyx in Reach, 1-50 was the superior system.

I’d like it for far matches. Steaktaculars have to be on the rise in Reach.

You can have balanced matches without a 1-50 rating. Gears of War, and many online shooters, use a ranking system link reaches (based on experience and time spent playing), but have ranked playlists that use Trueskill.
