I have a question about the Champions Bundle.

Suppose two people share one Xbox 360 but have separate Xbox Live accounts. If one of them pays for and downloads the Champions Bundle, will the other person also be able to use Resistor, or does the second person have to buy the DLC again in order to gain access to the new Tactical Package?

It saves it to the console. Just to be safe buy it/download it with only 1 signed in. Pretty sure it will be fine though.

i’m in the same boat as you, i share a console with my brother, what we’ve found is that it seems to let him access the new maps but not bonus content like armor skins and such, so im not sure if it’ll work or not with these being all in one, here’s hopin it does.

I also share a console with someone, and we both have the extra armour/weapon skins.

It should be available to everyone using your console. Any of the alternate accounts I have can access both my DLC maps and LE content.

all content is available to all accounts on the console it’s licensed to

Content is licensed on a per-console basis.

If you purchase content using your account and download it to console A, anyone who uses console A will also be able to use that content. If you buy a new console, console B, and you want to use your content on that instead, you will have to go through a license transfer process to transfer the content licenses to console B. Now anyone who uses console B will be able to use your content, but the content will no longer be available to be used on console A.
