well I remember back when Halo was on bungie.net they used to have an Off Topic Place for random Halo stuff that’ really wasn’t related to Halo.
I’m wondering if that would be community Creations now.

No, we don’t. We may sometimes arrange an off-topic thread (see here), but as stated there, it is a privilege and not a right, and, as has happened now, may get locked if we feel like it is abused.

Yea, it’s kinda -Yoink!- that they have locked it again. I wish there was a topic like that but it would not count toward your forum rank or anything, that way it wouldn’t be a spam factory for people.
