This is first time seeing this happen I thought you only get XP and rp boost out of the pack. i won a game of Mythic shotty snipers and when I opened the pack I got the common soldier helmet and rest were XP boost.
I think they have a chance to drop REQ certifications. I’m pretty sure that’s how I got a few of the mongoose certs. Not sure if it’s just common REQs either, for some reason I recall unlocking one of the Rare BR’s from a daily win pack too.
The daily win packs have a very, very small chance of unlocking a permanent, it seems. Has happened to me like once before.
You can totally get anything that is common. I got skins / weapons / certs.

Definitely hasn’t been common for me. I have all REQs now and I’ve never seen it once. I could just have bad luck.
You’re getting all that stuff from the daily arena win pack??? (It’s the only one that I’ve only seen boosts from, others have goodies).
This is news to me, maybe I already had all common REQ’s by the time dailies were introduced.

It was rare, but I would say every 20th daily win / daily login pack had some sort of common permanent REQ in it.
I remember unlocking the Halo 2 beam rifle from a daily login pack and thought it wasn’t supposed to happen.
Made a point to always open daily logins and win packs after that until I’d finished the Req collection. Managed to grab a couple more that way before I finished.
It’s always a great surprise when that happens. Keep pushing your silvers until you get RP back!!
It shouldn’t come as too much of a surprise when you unlock something through a Daily Win pack.
it’s possible just rare.
After I collected all the uncommon and above, I started to get the common certifications in daily win packs. At a pretty frequent clip, but I was playing a lot more then so my frequency could be different from yours.
