Yea you have a small change of getting locked weapons in req packs.

Dude I don’t have the SPNKr EM cert and I’ve got like 25. I guess its a thing,

There’s a bug in the system. If you have the normal Rocket Launcher or SPNKR certification, SPNKR EM is listed lower on the list in the same weapon category. Basically, the game assumes you have the certification for it because you have the certification for the weapon above it (which is normally the upgraded version if said weapon).
