but the pre-orders were all unlockable in game but the fotus and a few other armour variants are exclusive.
fotus is for halo 4 console etc.
could we have the exclusive ones to in a dlc type thing?

Microsoft cares only of money, so if making a dlc with preorders means more money… they will do it for sure.
Fotus, Locus, Deadeye, Light Rifle skin, and Arctic BR Skin are the REALLY really exclusive items. Seeing as Locus is obtainable through the stupid 7/11 King of the Hill App, I suspect that Deadeye will come through some sort of stupid thing like that too. Arctic BR skin and Lightrifle skin is still a mystery because they are kinda different. Fotus is Console buyers only, so unless 343 decides to do something like Road to Recon, it will remain exclusive.

In the end MS only cares about the cash, not the fans or franchise.
Gears and Halo makes brings in the profit.
well that sucks but I would buy the exclusive stuff for extra £10 (GBP)
