Are you using the same account? It’s okay if you changed your gamertag in the past, but the account must be the same. The other thing I would check is if you turned on cloud saves on your 360. You have to manually move everything to the cloud on your 360 for it to show up on your Xbox One.
In case you haven’t already done so, try this after reading over the above:
- Highlight the Halo: Reach game tile.
- Press the Menu button on your controller (3 lines “hamburger” thing).
- Select “Manage Game and Add-Ons.”
- Scroll down to “Ready to Install” on this page and install anything that appears on this page.
- Lastly, restart the game if you were playing it and your item(s) should appear in the game.
