I uninstalled Halo Wars 2: UE for space to download other games on my Xbox. In December i received a gaming PC so i didn’t play on my Xbox for around 8-ish months. During that break Microsoft removed the Ultimate Edition from the store, replacing it with the Complete Edition. I’m not sure but i do believe that this is the reason why i cant install the UE on my Xbox. (The disk has little to no scratches on it, so i doubt that’s the reason why i cant play it.)

Probably because it would be redundant, to have an Ultimate edition and a complete edition that is cheaper than it.
You still got Halo Wars: Definitive edition with the bundle. Thats one thing the complete edition did not offer.
Have you tried installing the base game from your “ready to install” list?
