How did you play it?
Well your cutscene stat is just wrong given there are literally more than 12 minutes of cutscenes before the 2nd mission starts. Im sure the opening is relatively cutscene heavy to get the story going, but I dont think the rest will manage to subtract time.
And Decimus at least appears on foot in the game during one of the preview missions, also referring to and calling down blasts from the shipmaster. if he’s the only one that appears in mission that’s too bad but it seems like you are exaggerating.
