I own the season pass and the Ultimate edition. But all the DLC is locked out and says to visit the store.

This happens to me every now and then. Try closing the game out, and if that doesn’t work, reset the xbox. I’ve never had to do more than that.

I guess i should have mentioned that im on windows… but i’ve tried to close out the game and restart the computer… i guess its a server issue

Ah, then I sadly have no advice for you.
I usually delete any of the malfunctioning DLC and reset the game.
It always worked for me.

Do you have the same account logged into the Microsoft Store as well as in your Xbox app?

Yes, my account is the same across the board. as the day has gone by, random elements of the DLC has been unlocked and others locked. For example, Sgt. Forge was unlocked for use earlier in the day but is now locked while all the other characters are now unlocked. To me, it seems like it may be a communication thing between Halo wars 2 servers and the Microsoft store servers.
If you go to settings → apps, then scroll down to halo wars 2, left click and select Advanced Options, then hit reset app. It will delete your profile data for the game and redownload it when you open it again. I did that after I had 5 of the leaders locked and it unlocked 3 of them. Hope that helps a little till someone on their end fixes it…
I’ve been having this issue as well.
It sure would be nice if I could have guaranteed access to the content that I have payed for…

Yeah, it sure would… And i don’t really feel like having to re-download 40 odd Gbs. Its a waste of my time and a major inconvenience.

I’ll have to try this next time the game does that to me. seems like every time I load it up lately… I even click on the DLC to “purchase” it goes to the store and tells me I already have it lol. It sucks because all my DLC leaders are unplayable online due to this issue.
