It may be because there are no “fixed” dead Hunter bodies.
If you play the campaign, you may notice that the dead Covenant bodies you find are exactly the same ones as in Forge.
The same goes for the dead humans you come across in the “Blue team” mission.
343 must have transferred the dead bodies used for the Campaign to the Forge item pool to save time.
