I really hope it’s not like Halo 4. I bought all the map packs and barely got to enjoy them. How do they think DLC will work or should?
All maps are free to download. So no worries 
I had the same problem as you in H4. Map segregation is the wurst.
All DLC is free and it may just be patched into the game so it will not end like Halo 4 where you never got to play any of the DLC maps.

The popular theory is that by selling REQ packs, 343i/-Yoink!- will make up the profit they used to get from map packs. This will lead to a happier, more bountiful, and long-lasting player base.

They’re free to prevent splitting the community. REQ packs can make up the profit and add money to competitive tournaments.
