Hello. I know that to get the Hayabusa helmet in Halo 3 you had to get all of the skulls. How was the flaming barrier unlocked?
If I remember correctly, only Bungie employees and a very few people from the community had the flame effect. It had to be awarded directly from Bungie at their discretion.

Pretty much this. It is without a doubt the rarest cosmetic out there.

By obtaining a gamescore of a 1000G through completing achievements, boy was I proud when I had that full Hayabusa armor with a katana on my back.
At the time of the Bungie day in 2010, it was possible for players to get the flame helmet (but I think it was not permanent, except for two players who had successfully completed the Sarkathlon at the time, if I am not mistaken).
This armor has never been unlocked for players, we could only have the right to play with it during a Bungie Day.
