Is his Emblem the ultra rare Jinx emblem with the skull wearing glasses? If so he got that through a gold pack. that’s how i got mine.

I’m assuming your talking about the shiny HCS one he is wearing now. It is only available for players that attended a HCS event.
He is talking about the classic HCS emblem that has a shining animation. With this emblem at the very right of the banner it says "Veni, Vendi, Venci or something.
